Eligibility Criteria
SM completed Basic Training or joined the Reserve Officer Training Corps (ROTC) Simultaneous Membership Program (SMP).
The following Warrant Officer and Officer Grades are eligible for SEAP:
-  Warrant Officers: WO1-CW4.
-  Officers: O1-O4.
Legal registered voter in the State of Mississippi.
Actively serving in good standing (not flagged) and serving through the end of the semester.
• SMs must complete SEAP funded courses prior to Expiration Term of Service (ETS) / Mandatory Removal Date (MRD).
• Maintain a 2.0 GPA or satisfactorily complete a vocational course that does not produce a GPA, for the previous semester.
• Enrolled at an accredited MS College / University, MS Junior / Community College, or MS Vocational / Credentialing program.
• Once a SM has reached the ten (10) year mark from their SEAP start date, SEAP can no longer be utilized.
What You Get!
Eligible members of the MSNG who are attending accredited institutions of higher learning within the State of Mississippi receive the following benefits towards tuition:
• MS Colleges / Universities: Pays institution specific tuition costs up to $10,000 per State fiscal year (01 JUL through 30 JUN)
• Full-time (12+ hours): Full institution specific tuition based on school cost up to $5,000 per semester
• Part-time (-12 hours): Full institution specific tuition based on school cost up to $2,500 per semester
• MS Junior / Community Colleges: Pays institution specific tuition costs up to $5,000 per State fiscal year (01 JUL through 30 JUN)
• Full-time (12+ hours): Full institution specific tuition based on school cost up to$2,500 per semester
• Part-time (-12 hours): Full institution specific tuition based on school cost up to$1,250 per semester
• MS Vocational / Credentialing Programs: Pays up to total cost of program, not to exceed $10,000 towards the first credential/certificate
May be combined with any GI Bill benefit and FTA.
SMs utilizing their Post 9-11 GI Bill benefit are only authorized the part-time SEAP amount at each school for a semester.
Pays up to half of the total cost for a Vocational / Credentialing program.
All funds are subject to availability of the appropriations from the State Legislature. Funds used as a general scholarship.
SEAP can be utilized for up to an undergraduate degree.

Secondary (If website is down): SEAP applications (AGO Form 5A-1-1 or AGO Form 5A-1-2) submitted, to the Education Services Office via email at ng.ms.msarng.mbx.education-office@army.mil.
Application deadlines: Application window may close prior to deadline subject to funding availability
Fall: 01 SEP
Spring: 01 FEB
Summer: two (2) weeks after the semester start date, as funds allow.
SMs can submit applications, for the following semester, beginning on:
Spring: 1 December – February 1
Fall: 1 July – September 1
Summer: 1 April – June 30 (if funds available)
*SMs must submit a new application for every semester that SEAP funds are requested*
